  • Rigorous performance appraisal, linked to career development, is vital if nationallyrecruited staff are to be managed equitably.
  • Equity (fairness) is not the same as equality but is applying the same values to different situations, perhaps by having a standard framework that is adapted to different contexts.

  • There was general consensus that most contracts for nationally-recruited staff should be indefinite, since short contracts are a major obstacle to staff development.
  • Good people-management of nationally-recruited staff makes for more effective programmes.
