About the Code

The People In Aid Code of Good Practice has been replaced by the Core Humanitarian Standard on Quality and Accountability (CHS). People In Aid is also merging with HAP to form the CHS Alliance which will lead and facilitate the development, promotion and maintenance of the CHS. 

We will no longer award Quality Marks - QM 1: Committed to the Code and QM 2: Verified Complaint against the Code. All members with an existing QM should continue to display it until it expires, and the CHS Alliance will continue to recognise and promote existing quality marks.

We strongly encourage our members to apply the CHS and all CHS Alliance members must carry out a self-assessment against the Standard within two years of membership. HR- and people-related activities are required throughout the CHS and only assessment against the full standard will provide a true picture of the effectiveness of HR and its contribution to the organisation’s quality and accountability. The Humanitarian Quality Assurance Initiative has been set-up to offer verification and certification against the CHS, although this will not be mandatory for members.

What is the CHS?

The CHS sets out Nine Commitments that organisations and individuals involved in humanitarian response can use to improve the quality and effectiveness of the assistance they provide. It facilitates greater accountability to communities and people affected by crisis. The CHS is a collaboration between HAP International, People In Aid, the Sphere Project and, later, Groupe URD, that brings together and replaced the core standards these organisations separately developed. The CHS launched in December 2014 and is the result of a sector-wide collaborative process.
